Hard to say. Both are very formidable in their own right.
Batgirl is trained for combat at a high level. Acrobat. Stealth. Genius level intellect. Gadgets. Protective batsuit. Gone toe to toe with Batman and her own highly skilled bat family teammates. Birds of Prey commander and operator. Taken down countless notorious villains in Gotham.
Harley Quinn is psychotic. Dirty unpredictable brawler. Highly trained gymnast. Despite her not using her brain sometimes, she also has a genius level intellect since she has a PhD. Weapons such as a variety of firearms, knives, and a mallet. Black Ops Task Force. Bud and Luo. Also has taken down/at least held her own against countless heroes and villains such as Batman, Nightwing, Catwoman, Booster Gold and others.
I wouldn’t be surprised even in the least if one outshines the other, but I’m going with Harley.
