Okay, here’s an idea, hope it is what you are going for. I see a storyline where Oracle sees certain patterns forming in the criminal underworld. Someone is positioning minor league villains’ to be in place to commit big time crimes. Since most of the JLA level heroes are busy Oracle most recruit and position low level heroes and redeemed villains to counter the secret conspiracy she sees forming.

To be completely honest that was not exactly what I was going for. What I saw was a battle between the lower echelon villains and henchpeople who might have gone independent pitted against low level heroes, sidekicks and reformed villains (Harley Quinn or Killer Croc).
