Maybe the movie could have taken it one step further and had the Joker fool them while in an obvious costume, just to make the Penguin look even more inept.

I wish I can hang out with the villains in the Submarine, it looks fun!
Nothing against Cesar Romero, but Iām not sure the Joker really contributes anything to the plot. The other three villains have a much clearer role in the story.
