They basically say, “yeah, doing a movie would be cool, but we don’t have the power to make the decision to make one.” (Not actual quote) That’s not confirmation of anything. That’s just saying they’d be happy to make one if one gets made.
That being said, I would like to see a movie. Maybe it would force them to focus, which is one of the biggest problems of the current season. But I think the concept of Young Justice works better as a show.

Not really necessary. Season 4 is in development. Although, if the producers of the show put out a movie, I definitely would check it out.
