My first instinct is Wally West. He has the disposition, and his perception of time means he’s got all the time in the world to come up with a devastating rhyme mid-verse.
My second thought — NOT Etrigan. Sure, he can rhyme, but his flow is wack.
Everyone in the Batfamily probably sucks. Maybe, maybe Steph can drop a verse. Or Kate.
I’m guessing Mr. Terrific. Smartest man alive has to have an extensive vocabulary. Plus- look at that jacket. He had to be into 90’s rap…

By virtue of being a Rap God, he probably exists outside the multiverse and can travel to universes as he pleases. So the map of the multiverse looks like this-
He might show up in Death Metal and win the day by crushing The Batman Who Laughs in a rap battle.

Gotta co-sign on Wally West! In fact, I am of the belief that his style would be so next level that it would turn into a new way to fight crime. He could drop fresh, freestyle rhymes about making better choices & not being a thug & all SO FAST that it would (temporarily) disable the villains from being able to think about anything but the knowledge he’s laying down for as long as he keeps the flow going… or something kinda like that.
Also, with regard to team-ups, I suggest Wu Tang formation: “The Genius” - Mr. Terrific, “The Scientist” - Wally West, & “The Specialist” - Cyborg. That’s my start, anyway, because everybody knows, Wu Tang Clan ain’t nothin’ ta !@#$ with.

Etrigan probably is my top vote. But I think beast boy can do something to. But I also feel the Riddler can make a great riddle rap.

I’ll just say any Lantern, since they’re used to reciting rhyming oaths under pressure. Plus you’d get a light show thrown in.
I would say Any of the Flash family is spitting insanely fast bars but I would say the Riddler and Mad Hatter best lyricist in the DC Universe.
