Well, the Joker’s only real claim here is that he does what he does for the sheer sick pleasure of it. But Ra’s almost certainly has the highest attempted and actual body counts. For that matter, Doomsday probably killed the most people in the shortest amount of time, so in that respect, even he’s worse than the Joker. If you’re not buying body count as a metric, I’d also direct all of your attention to Deathstroke and Terra.
