from what I understand it is okay to call him captain marvel but it cant be in the title or on the cover of whatever he (Billy/Captain. Marvel) appears in.

Absolutely.
And you are correct.
A few examples from the past 10 years:
The name is part of the characterâs copyright. DC is able to call him that inside of a comic (or show or movie) all they like.
They just canât use that term as the title of his comic (or show or movie) as Marvel owns the Captain Marvel trademark.
