No Man’s Land.
Open with the earthquake devastating Gotham. Speed through a montage of TV news describing the situation (maybe even mention a possible plague outbreak, in reference to Contagion?). Include mentions of Bruce Wayne pleading for federal help…only to end with Gotham being declared a “No Man’s Land,” with all the bridges destroyed and anyone left inside on their own.
Flash forward a few months later, Gotham has now been divided into territories run by gangs led by multiple Batman villains, while Gordan and what’s left of the GCPD try to maintain some semblance of order (Renee Montoya as support?). Batman is disillusioned and retired, while Nightwing and Oracle try to save Gothan (yes, start with them both already established. Audiences are definitely used to multiple heroes in a single film by this point, and they should at least recognize the names “Barbara Gordan” and “Dick Grayson”). Bruce is brought out of his funk when he’s saved from an assassin by Cassandra Cain. He takes the young girl in and is reminded why he does what he does, donning the cowl once more. Together, the heroes work to take back Gotham piece by piece, with Cassandra becoming Batgirl by the end.
