Think of it like “March Madness” aka The NCAA Men’s Basketball Tournament. Only with DC characters doing battle, rather than getting a ball through a hoop.

It’s basically an elimination Tournament between 4 factions in the DC Universe, but the results are determined by the fans. Currently waiting to see who won the most recent round.

It’s resolved by voting. You may be wondering whether it’s a “Who would win” or a popularity contest, and so is everyone else. It’s a little vague. So far, it’s been an exercise in disappointment with everyone else’s character preferences and/or bewilderment at their lack of understanding of their capabilities (depending on what kind of contest it is).
And no, I’m not just salty that Krypto and Cassandra Cain were eliminated so early.
