I think he needed a place after being left out of the Teen Titans that he could be proud of and feel like he belonged.

I feel some people seemed to think Rogol was going to be THE Superman Villian of Villains. Why, I don’t know, because he was never promoted to be that.

I guess they figured that with Bendis being the creator that he would want to push out his own creations more than anything else.

That’s true and a valid point. However, Bendis plays the long game, so anyone thinking that Rogol Zaar was going to be the 21st century’s answer to Doomsday and in this series (and I’ve come across reviews where that was expected, for some reason), was expecting too much from the character, as well as Bendis and this one story.
