I think @msgtv is correct about Moore presenting a world that felt fully realized. Also, Watchmen was one of the first if not the first comics to present heroes who were flawed in their personal lives. This was a big change at the time.
And, I think they felt flawed in ways that were real within their universe. Dr Manhattan and his slow estrangement from humanity and his own humanity is quietly Shakespearean in its way.
Well, in answer to the new question, I wonât answer Watchman Babies, but what made Watchman special besides the phenomenal storyline and art, at least to me was the realistic depiction of how Super Heroes affected the world, and their portrayal as individuals with real world flaws. Especially, even if the flaw made them a despicable person or not really a part of society, that they could still be a hero despite that, most of the times. One example is to the Comedian and the rape incident. Also, Dr. Manhattan, that even if he was a God now, was still driven to some extent by basic human nature and desires, even though he did not relate to them.
Comedian is another great example. He did despicable things, but Moore doesnât turn him into some parody neo-fascist like some other writer.
