There is some legal disputes with his creator unfortunately. That’s why they can only use him from time to time.

He’s probably on Young Justice in a prominent manner.
Yeah, they’ve been trying to do a whole imprint dedicated to the Milestone characters, and apparently Bendis wanted Static for his Young Justice line-up, but these legal disputes are making that impossible at the moment.
Its not so much a dispute as it is that rights are owned by a number of people including at least one estate all of whom have to agree on the terms so it takes a long time to get anything done.
