Everyone seems to know him but i don’t recognize him or his voice.
Apparently, he’s voiced by one of the show’s staff, Greg Weisman. But if you meant the character, “Snapper” Carr was the human “mascot” of the Justice League of America during the silver age. Ultimately, the writers in the bronze age failed to see the need for such a character, and wrote him out.

He was part of Checkmate as well🍀
He was fooled into betraying the league and redeemed himself later. He was a mechanic and gadgeteer and had a flying car that he had cobbled together from spare parts. His being league mascot was supposed to make the league more relatable to the world. In the superfriends tv show, wendy, marvin and wonderdog filled that role.
