I’m pretty sure it’s Keith Giffen on pencils with Al Gordon on inks.

Keith Giffen did the layouts, Todd McFarlane did the art #‘s 1 and 2, while Bart Sears did #3 and the series’ covers.

I’m pretty sure @Vroom is correct. I don’t have my trade on hand though so I can’t check for sure.

It’s definitely not McFarlane on the second half of issue #2. He only did half. I think Harley’s right. It’s amazing how much Giffen’s art changes. I think he has a similar art style when he was doing Legion at the time. The tone of Legion was much darker.
