Heya @TrainerCA - To make a long, somewhat complicated explanation short and simple, if you see a show airing somewhere else currently, it is under license. And even still, we may not be able to get all DC content licensed.
But, I feel you. I just finished Black Lightning for the second time, two nights ago.

All the CW shows are available to watch on their website for free a few hours later. However, they only have the last 5 aired episodes of each series.
