In New 52 it was true, as they went to his beloved nephew first. In Post-Crisis he was chosen.

Sharing this image for both evidence, and since it is a great read.
So this confirms in Post-Crisis that Black Adam was chosen as an adult. The part about his child/nephew to my knowledge started in New 52.
