It’s the classic case of a villain thinking their actions are good when the audience knows that they’re actually bad, which makes them character still villainous.

I liked her best in the Road to Heroes in Crisis. It was a great depiction of her trying to use her powers for good, without knowing how. That, and the aftermath really remind you she wants to be a hero
