I wouldn’t start a new reader with either of these.
I started with New 52 and haven’t stopped since, so I have an obvious bias.
I think Dawn of DC would make for a better entry point now than either of those.
I think Elseworld stories are the best for it.
Too much of an unknown.

Good point. We don’t exactly know how it’s going to turn out. However, I think the Dawn of DC books are designed to be entry points for new readers to jump on, like Action 1051. Sure knowledge of the Warworld event before it helps, but you can follow along without it.
I would point a new reader to:
They even have that timeline graphic of what’s transpiring throughout the year. A simple thing, but I think it’s helpful.
That way they can follow along with what’s current, and dive into older stuff as they develop a sense for what they like. Similar to what I did with New 52.
Of course there’s always the classics, like TDKR .
Earth One is good if they want to read Grant Morrison’s Wonder Woman and then never read Earth One again. The New 52 is good if you want to read Grant Morrison’s Action Comics run and then never read the New 52 again.
Because those are the only ones worth reading to you, or because they’ll completely turn ‘em off from the rest ?
I would just start with what interests you, any character(s) you’d like to know more about. It doesn’t have to be either of these, but it can.

New question and this one is for me. if I know a lot about a lot of characters but don’t know what’s been going on. is Dawn of DC a good jumping on point?
sure but tell you what think it doesn’t matter where you start just pick a place and hang on
you never know what gonna come up or from what year mark waid just used a comic from 1967 it happens a lot in comics pick what sounds fun to you
