Question about Doomsday Clock (spoilerish)

Let me preface this by saying that I’m only caught up with what’s on DC Universe, so if this gets explained in later issues I’m sorry for asking a silly question.

Unless I’m reading things wrong, Mime and Marionette both have metahuman abilities: his invisible guns and her strings that appear from nowhere. But they both come from the Watchmen universe, where Doctor Manhattan is the only character who has powers. Did something change in that universe post-1985? Are their ‘powers’ actually advanced technology developed by Veidt or someone else? Or am I missing something super obvious?

They aren’t metas - the invisible guns and strings are just part of their arsenal of weapons

Gotcha. It makes sense since Mime had to get his guns out of lock up, but I guess I read that as a gag (he needs his invisible guns before he can leave) and then we he started actually using them I just assumed he was a meta until I thought about it and realized that didn’t make sense as a Watchmen universe character.
