Have the 2 of them ever had a relationship in the comics, or even met for that matter ? If they have does anyone know when ?

Nothing comes to mind. Closest I could find was them being on panel together for a few frames in Batman #31. No actual dialouge between the two though.

Kite-Man has made very few appearances since his debut in 1960. Like, about 30. He has never had a relationship with Poison Ivy in the comics.
