His beard is certainly unique and there is no other way to cover it up unless he wears a different kind of mask which he somehow refuses to do. The domino mask while great, just doesn’t do it enough. Maybe the reason to why they don’t recognize Oliver Queen as Green Arrow is because hairstyle is common, or they just know its him and act like they don’t know. Or perhaps similar to the whole Clark Kent thing - he puts on an act that is so believable they cannot see him being the other guy despite the similarities.

In modern society, a lot of heroes’ secret identities wouldn’t work, especially guys who are well-known public figures like Oliver Queen and Bruce Wayne. You already know people on the internet would post side-by-side pictures of them in-costume and out-of-costume and detail how the facial structures are literally exactly the same. With this kind of technology, domino masks and cowls aren’t enough to hide who you really are. The only thing that’d work is a straight up full-head mask.
