Probably because as law Enforcement officers on Earth 19, they tend to kill folks, not overly heroic. or folks just consider law enforcement types a villain. I went with the first one myself.

Both are villains. Fat Waller is just a much better character design.
agreed it felt like they made her skinny just so she could look conventionally attractive
Actually although big, I never though of her as fat, just solid like an offensive lineman.
