Harley Quinn Language/Profanity?

I have a friend in Australia and he drops that word as if it were punctuation in a sentence. I asked him about it because that is a huge no-no word in USA. Apparently, it is extremely common and almost endearing, at least in his circle of friends/family. I am not sure if that word is freely used throughout Australia or just his circle but I got the impression it was a normal thing.
