Kind of an odd matchup, but I’m going to go with Cyborg. His technology is more advanced even before his dumb overcomplicated reboot origin. He’s got enhanced strength, more equipment and gadgets, and Manta’s watertight armor is going to be clunky on land, while Cyborg’s implants still work fine underwater.

Cyborg.
He fires his Sonic Cannon at BM (bet he loves those initials) which then plays havoc with Manta’s equilibrium (even through a metal helmet such as his) and Manta collapses to the ground unable to balance himself for any kind of worthwhile attack.

Black Manta. He can go toe to toe with Aquaman and he has strength that rivals Superman. Manta has tools just like Batman does so he will be prepared for whatever Cyborg could throw at him.
