They wanted to feature a villain from Batman Returns and honestly I think this was the best one to pick. Like, I don’t dog on it as much as others, but I don’t know what the reception would have been if they started with “I’ve Got Batman In My Basement.”

The funny thing is, that Penguin preceded Catwoman in Kenner’s BTAS toy line (series 1), while Catwoman didn’t show up until series 3.

Yet in the show, she showed up first (in broadcast order, at least).
