I honestly don’t know who he is, I’ve never heard of him, but WOW! That is one of the coolest awesome looking art you’ve ever made so far! I think you’re going have a hard time topping this one, it’s definitely one of your best art design of any DC Character. 
So is he a goodguy or a badguy?

I think this is great! I haven’t read comics with Godspeed in it in a little while, but this is exactly how I remember him. I think the details in this one are really good. I especially like the shading in his suit, and everything going on in the background with the clouds and lightning.
