Mike Grell - Both these covers are from ComiXology. The first is the individual comic that was scanned from an existing comic. The second is from the Space Traveling Heroes TPB which has been cleaned up.

The cleaned up version looks a lot better on the inside.

I know. The interiors were so muddy. I’m surprised they haven’t used the cleaned up versions to reassemble the individual comics.

Is this science police rookie the character Grell originally drew as african american only to be shut down by Murray Boltinoff?

Yes, per Mike Grell’s biography the rookie was originally intended to be black, but Murray overruled him.
